Why European biocidal product registration can delay market entry
In the European Union, disinfectants are regulated under the Biocidal Products Regulation (BPR). Before a product enters BPR evaluation, national transitional registration rules apply. Transitional rules vary depending on the market country: from an easy notification to a 3-year registration process requiring a comprehensive product dossier. During this transitional period, companies that are not prepared with the appropriate data and registration strategy may face delays, additional costs or reduced market access.
Once the active substance is approved, a BPR authorization application has to be submitted to maintain any current national transitional registrations, or to add any new biocidal products. This requires generation of an extensive data pack and preparation of a comprehensive product dossier, followed by payment of significantly higher registration fees. Any new biocidal product can only be placed on the market after the BPR authorization is granted. Between the submission of a BPR Authorization and the approval, a market-entry freeze in place lasting for several years. During this time, only products with existing transitional applications can continue to be placed on the market, amplifying the importance of decreasing the barriers to market in order to gain these transitional approvals as soon as possible.
