UK government faces outsourcing test following Carillion collapse

The UK government faces the significant test of a plan to spread the risk of public service contracts following the collapse of support services outsourcing giant Carillion last week. It is now launching a €13.6 billion tender to carry out cleaning and maintenance at hospitals, schools and other public buildings.

The Crown Commercial Service, which administers work on behalf of government departments, local authorities and the NHS, wants the new framework to give more jobs to regional companies as part of an inititiave to give a third of public sector work to SMEs by 2020.

Never before have so many of these types of contracts been procured at once, according to public sector data analysts Tussell. And targeting such a broad range of suppliers brings many challenges for civil servants - they have struggled to oversee outsourced work in the past.
