Spanish cleaning sector concerned by effect of deindexation law

The Spanish Professional Association of Cleaning Companies (Aspel), which represents cleaning service providers, has expressed its concern over the Council of Ministers' approval of the Royal Decree putting the Law of Deindexation of the Economy into effect.

This delinks public sector prices from changes in the Consumer Prices Index.

According to the Deindexation Law, in force since April 2015, public sector prices and those deriving from service contracts with government bodies are not automatically updated with the Consumer Prices Index, increases being in accordance with rises in the costs of the service.

Aspel president Juan Díez de los Ríos regretted that with this new development the law "continues not to safeguard cost revision of multiannual service contracts with public administrations".

In this respect he explained that the Deindexation Law "restricts labour costs and solely allows contract price increases to the same degree as public-sector workers' pay increases".

"Yet again the Law disregards collective bargaining and that provided in agreements in the sector, and changes aspects of the draft Law on Public Contracts currently going through Congress", he concluded.
